Summary
As part of the review of the Council’s Constitution, York SACRE is asked to consider the revised constitution and supporting guidance which if approved will be included as an Article within the revised Council Constitution.
It has been some time since York SACRE undertook a detailed review of its constitution and supporting guidance. There is a requirement to ensure that its constitution remains up to date and fit for purpose and accords with the National Association of Standing Advisory Councils on Religious Education governance framework.
The Council’s Audit & Governance Committee is now undertaking a review of the Council’s Constitution and therefore as part of this process, York SACRE is asked to consider the updated constitution and supporting guidance at Annex 1 of this report for inclusion in the revised constitution.
Going forward, it is good practice for SACRE to periodically review its governance framework to ensure it remains fit for purpose. This document will also be a key document to assist with the training to be provided to SACRE Members.

However the views of SACRE are required prior to Full Council being asked to consider adoption of the SACRE constitution within the Council’s own Constitution. The framework provided by NASACRE has been followed in the development of the revised constitution for York SACRE. Alongside the Monitoring Officer, the Council’s Audit & Governance Committee acts as the custodian for the Council’s constitution and is responsible for ensuring that the Council’s constitution remains fit for purpose.

Recommendations
York SACRE is asked to consider and approve the adoption of its revised constitution for inclusion within the revised City of York Council Constitution currently being considered by the Audit & Governance Committee.
